10 Reasons Why It Floods in Manila.

It’s the rainy season once again and we face the yearly problem of flooding in Metro Manila. I keep getting calls from broadcast media asking for interviews about the problem, its historical origins and urban redevelopment solutions. Giving these interviews I feel like a broken record enumerating the reasons for floods in the metropolis, so I figure it would be good just to list them once and for all. This list may not contain all the reasons but these, in my opinion, are the major ones:

  1. It floods because it rains. The rains and the typhoons that bring them have increased in magnitude. Yes, it’s Climate Change. To deny this is futile. It’s here now and makes all historical flood levels well, history. The paths of typhoons have also become unpredictable (not that we have enough weather men to predict them—many of our good ones have left for better-paying jobs overseas). Typhoons now cross parts of the archipelago that did not use to have them regularly and so people are caught unprepared. Despite these changes in patterns, Metro Manila still gets dumped with rain, especially since its total area, and population in this area, is equivalent or larger than most provinces and many regions in the country.
  2. It floods because of population and urbanization. Metro Manila has a population of 12 million and counting. Urbanization, specifically urban sprawl is a manifestation of all these millions living together and needing houses, buildings, roads, parking lots and infrastructure. All these cover ground that used to be open and which used to be able to absorb much of the storm water that fell on the metropolis. In our lifetimes we’ve seen fringes of the metropolis gobbled up and transformed from cogon and rice fields to thousands of subdivisions, hundreds of shops and malls, hectares of paved-over parking lots, dozens of business districts. All this hard covering serves to channel all the storm water much faster into an already inadequate drainage system designed decades ago when the reality was much more open land and much less rain. The open ground before served to mitigate the volume of rain that flowed into these drains, esteros and our rivers. We also had more plant cover and trees in the metropolis to help sop up all this water. Our previously open parks are now covered too with all manner of government buildings or basketball courts and parking lots.
  3. It floods because the rain comes down from denuded uplands. Metro Manila floods come from elevated surrounding regions, all the way up to the Sierra Madres. There, we have lost almost all of our original forest cover from illegal logging. All this forest cover lost makes millions of hectares of upland a bald watershed that flows freely into the metropolis. This situation is repeated around almost all major urban areas in the country. The source is upstream and this is where solutions should start, although it is among the longest-term solutions. We need to recover our forest cover to reduce the amount of rain that floods our low-level metropolis.
  4. 4. Metro Manila is not only low but it is sinking. Ground water extraction due to deep wells is causing major areas of the metropolis to sink. The north section of CAMANAVA and the southern cities from Pasay onwards have sunk from a foot to over a meter and this has made those areas more vulnerable to floods and storm surges. Scientists have pointed to the fact that this flattening has increased the reach of storm surges from the seaside to as much as twenty kilometers inland. So we get it from both ends in a perfect storm—from the mountains and from the sea. The ground is also sinking due to the weight of all that concrete, buildings and infrastructure mentioned in reason no. 2 above.
  5. It floods because we have less drainage than before. Reports have it that we have lost almost half of our metropolitan esteros and canals. We used to have over forty kilometers of them and now we only have about twenty. Many have been lost to development, disappearing without a trace (now it regularly floods where they used to be of course).
  6. It floods because many of those esteros, canals and waterways of our metropolis we have left are chock-full of informal settlers. Because there are no alternatives for low-income mass housing, desperate people settle in desperate areas. These settlements have little by way of solid waste management and sewers. All these go to the waterways, filling many of them so solid that dogs can cross over them. And we wonder why it floods. Many of these drainage ways and easements were identified in the several master plans made for Manila and Quezon City. Planners over half a century ago had allocated as much as 50 meters of space on either side of these but greed set in and these easements disappeared and what little was left are now our favelas teeming with millions.
  7. It floods because the main flood control system started in the 70s was never completed. The Manggahan floodway was only one half of the picture. It was meant to channel floodwater into Laguna de Bai. The lake was meant only as a holding area and the excess water was to have been flushed from there to Manila Bay via the Paranaque spillway. That spillway was never built. To build it now would cause trillions and urban sprawl has seen its path covered with more millions of people and thousands of structures.
  8. It floods because what little left of our drains and flood control infrastructure is ill-maintained. Reaching many of them is a problem because of informal settlements. Overlapping jurisdictions of local and national agencies conspire to dissipate responsibility and funding for this vital task of ensuring our drains are unclogged and free. It’s just like homeowners not cleaning their gutters of debris before a rainy season. When the typhoons come the gutters overflow.
  9. It floods because urban development is un-planned and unfettered. Mega-developments that see clusters of 30-40 story towers on retail podiums surrounded by hectares of parking cause havoc in districts planned with drainage infrastructure meant for low-density development. Because there is a lack of planning context (actually a lack of any planning at all) all drainage, road and traffic infrastructure is useless to carry the additional load—that’s why most flooded areas are also traffic-clogged.
  10. The final reason it floods in this short list (and there are many other reasons) is politics. Metro Manila is made up of 16 cities and one town (Pateros). Floods do not respect political boundaries and will flow from one city to the next yet we continue to address flooding (as well as all other urban problems) within the confines of individual LGUs. It does not make sense. Politics also conspires to keep informal settlers where they are because they represent votes. The overlapping jurisdictions is also exacerbated by another layer—that of national government and yet a third layer on top of these, that of the MMDA. The ultimate fourth layer of discord is the fact that the source of floods is beyond the political jurisdiction of Metro Manila and in the hands of the provinces around it. Any sustainable solution to flooding must be at this regional context and the assumption that, within the metropolis, governance is rationalized to address this one big problem as one effort, not the uncoordinated effort of seventeen government units, the MMDA and national agencies. Politics has divided and conquered us …and it is also drowning us in yearly and constant floods.

Nguynguy ng Isang Binaha

I would have opted for Hagupit ng Habagat, pero nag-unahan na ang dalawang station sa title na iyun nung gabing humahagupit ang habagat. At least i have my own initiative to think of what the other might use.

But speaking of the networks, sa panahon ng bagyo, sa panahong sira-sira ang mga poste ng kuryente, at ang ilang kabahayan na hindi brownout ay problemado naman dahil sa kanilang antena, at sa mga ganitong panahon, maaapreciate natin ang linaw ng reception ng GMA sa Metro Manila and the nearby suburbs. But other than that, may i just say, in line with this nakaraang delubyo, “My God, GMA, ang labo ninyo!” And this GMA has nothing to do with the GMA na nakalalaya ngayon at dapat ibinabalik na sa kulungan.

Of course I am saying this with all bias sa ABS-CBN, doon ako nagtatarbaho, pero more than that, I am saying this bilang isang taga Marikina na naabala, may mga kapitbahay na nagka-alta presyon, may mga magulang na nagpanic at muntik mabangga, may asawang buntis na na-stress dahil sa may i say, iresponsableng pagbabalita ng GMA.

Anu bang nangyari at may ganito akong nguynguy?

Tuesday, madaling araw, sa kasagsagan ng pagtaas ng Marikina River, pumunta na kami kina Hasmin sa Sto Nino, kasi, alam naman natin na ang aming bahay namin sa Nangka ay isang kendeng lang mula sa ilog. Lumusong kami sa baha, mga midway ng legs bago magtuhos, buhat-buhat ko si Euan at ang laptop na ito. Hasmin’s place is malapit sa palengke kung saan tumilapon ang Thai assassin na humahabol kina Jeremy Renner sa Bourne Ultimatum. Relatively, mataas naman ang lugar, pero lumubog pa rin ang first floor noong panahon ng Ondoy. The news said na patuloy pa rin ang pagtaas ng ilog. So I decided na pumunta na lang sa Richmond Hotel para don na lang kami magstay over night, para lang hindi mastress ang buntes. Pero te whole family, including the inlaws, decided na sa Kamag-anak na lang sa Pantranco magstay at isama na namin ang lola sa tuhod ni Euan, si Tita Dap, at ang pamangkin na si Kuya Gab. Okay. Peor mahirap maghanap ng sasakyan, so Nag Eurotel na lang kami. Hanggang Cubao lang kasi ang kayang i-offer ng taxi.

The next day we went back home. Wednesday  na. Parang okay na naman. Pababa na ang baha. Nakatulog na rin kami sa bahay. Kaya lang come madaling araw, may tweet ang GMA news, 28m na daw ang Ilog Marikina. WTF? 23m kasi ang Ondoy, paano kami nakatulog pa? So we turned on the radio. Ang announcer ay nagpa-panic, sumisigaw na parang pinapaalis na ang mga Marikina dahil mas mataas daw sa previous day ang magiging baha. There was even this guy na ini-interview na mas panicky pa sa paniki. E intense din ang background music ng radio program, kasi pampagising ito e, alas kwatro nang madaling araw. Pero that moment, pampabulabog ng kalooban ang naganap. Ni-nerbyos ang in-laws ko. Iyun, nagmadaling iakyat lahat ng gamit sa 2nd floor. At pagdating nang alas singko, iyun, lumabas kami sa compound, were we were dumbfounded by the site. Iyun, tuloy ang negosyo sa palengke, may mga babaeng pusturang-pustura, may clutch bag, papasok sa opisina. Time warped kami. Ano yung pinagsasabing mataas ang ilog, ano yung panic na naganap sa radyo?

Then i went to my parents location, nagpanic din daw siya, nagmotor pabalik sa Nangka because my Kuya is there, watching over our house. Panic din daw sa kalsada, parang sa pelikula daw. Muntik pa daw siyang mabangga, at yung makakabangga niya, muntik din mabangga, among others. I am not sure kung DZBB ang pinakinggan naming radyo, pero ang sure ko, ang channel lang na available sa bahay nina nanay ko ay GMA at GMA News. At iyun nga, lo and behold. There’s nothing to be “loed and heholded!”

Bakit kasi kailangang mag-cause ng panic? Tulad ng lindol, ang mga sakunang ganito ay dapat hinaharap nang kalmado at nasa tuwid na pag-iisip. Hindi iyun maa-achieve kung dumadagundong ang pagbabalita ng mga mamamahayag.

Iyun lang naman ang nguynguy ko. Hindi ko naman plan na manira ng network ha. Competition is always necessary. Dahil sa GMA, mas quality ang shows ng ABS-CBN, unlike dati na to quote a writer, maglagay ka ng tae sa TV magre-rate. Dahil naging competitive ang GMA, na-pressure maglabas ng magagandang programa ang ABS. Marami rin akong friends sa GMA at nasa News Dept din sila. Gusto ko lang talagang i-nguynguy yung stress na dulot ng maling pagbabalita.

At ito pa ang ilang nguy-nguy ko.

Sa mga rescuers. Ang galing. Sa mga ngumunguynguy sa nanre-rescue, bakit kasi kayo nasa lugar na iyan at kailangan pa ninyo i-endanger ang buhay ng mga rescuers para sagipin kayo? Hindi pa ba kayo natuto sa sa Ondoy? Ako kasi, sapat na sa akin ang Ondoy experience ko, sa bubong, giniginaw, naging matapang. Alam ko na kung paano matakot at maging matapang. Okay na iyun, kaya this time, sa aircon naman kami nagpalipas ng bagyo.

Sinasabing natatakot silang iwanan ang bahay nila dahil baka manakawan sila. Kung may pambili sila ng mga bagay na kinakatakot nilang iwanan, e dapat may pambili sila ng bahay sa ligtas na lugar.

2. Nakakatuwang isipin na nilalagyan ng gravity wall ang gilid ng Nangka Marikina upang hindi maubos ang lupa sa gilid nito tuwing raragasa ang baha. MEdyo ilang metro na rin ang nagawa. THe nguynguy part. ginagawa pa lang ito, e bumigay na. SIra na. warat na. At na-expose ang maninipis na bakal na ginamit. The maninipis na bakal part ay narining kong nguynguy ng kapitbahay namin. Hello po, may corruption bang naganap dito? Bang!

3. Sa mga politicians naman.

PNoy, may kasama ka bang senatorial line up? WTF?

 

Hindi na naman lingid sa kaalaman ng lahat ng Vice Mayor ng Marikina, si Dr Cadiz, ang humarap sa media sa panahon ng delubyo. clap-clap. Pero nasaan si Del De Guzman? Kasama ni Elisa? Nag Del Deliver somewhere? Well, ang sabi ay nasa states daw siya attending a seminar on disaster management. Wow, nagse-seminar habang may disaster na dapat i-manage sa kanyang mga constituents. Wuw. May power chika din na may personal effects daw na pinuntahan sa States. at dumaan daw for a while sa London para manood ng Olympics. Well, ang katotohanan ay hindi na natin malalaman, katulad ng katotohanan na naganap noong Ondoy.

4. Ondoy. Andaming namatay sa Marikina, sa Provident. Dahil sa pag-apaw ng Marikina River. Naniniwala akong mas todo itong Habagat na ito kumpara sa Ondoy, pero bakit mas malala ang dulot sa Marikina ng Ondoy. May nagkamali noon.

Anyway. iyun, tulad ng dati, nakaraan na ito, ang kailngan na lang e matuto from here. Na-appreciate ko ang ginawa ng government na pagma-manage ng sitwasyon, ang mga balita ng pamahalaan, lagi kasi akong nakatutok sa DOST_PAG-SA sa twitter.

Ilang Sandali para kay ‘Sendong’

May kalituhan ako sa mga ginagawa ko at pinapanood nitong mga huling araw. Parang may hindi sync sa mga nararamdaman ko. Yun bang parang nanonood ako ng filipino film na dubbed in tagalog, tapos hindi sumasabay ang bibig ng nagsasalita sa sinasabi. Hindi naman masama yung pakiramdam, hindi rin nakakairita. Pero may maling presensya.

Naguguluhan ako sa mga post sa Facebook at palabas sa TV. Maging sa mga ginagawa ng mga tao sa paligid. Daan-daan kasi ang namatay at libu-libo ang nasalanta sa Mindanao. Pero parang patuloy lang sa pag-ikot ang mundo na parang walang nangyayari sa ibabang bahagi ng Pilipinas. Kasabay ng mga post ng mga pusa at mga kasalan at mga christmas parties, at video ni Jose as Willie and Willie’s response to it ay ang mga pictures ng mga batang nalunod, mga magulang na umiiyak at mga bahay na parang minsan ay hindi naging mga tahanan.

Pero hindi ko sinasabing mali ang mga ito. Hindi ko rin sinasabing hindi maganda. Nawawalan lang ako ng kaisahan sa mga kaganapan.

Siguro dahil tiga Marikina ako at minsan ang kaganapan sa Cagayan de Oro at Iligan at sa iba pang apektadong lugar doon ay nangyari din dito. Noong mga panahong iyon tumaas ang tubig kasabay ng mga pangamba. Na habang ang paligid ay dumilim at muling lumiwanag, lahat kami ay nakapako sa isang lugar nag-aabang nang susunod na mangyayari. Na ang noong una’y sabay na paggalaw ng mundo sa pag-agos ng baha, nag-iba nang ito ay humupa. Tumigil ang mundo sa pag-ikot. At ang lahat ng nasa paligid ay hindi kapani-paniwala.

Iyun nga siguro. Bumabalik lang ang nararamdaman ko noong panahon na iyun. Ang pagitigil ng mundo. Na ngayon nalaman ko, na habang huminto ang sa amin, ang sa iba ay patuloy pa rin. Na hindi naman masama, hindi mali. Nakakalungkot lang talaga siguro.

Nakikidalamhati po ako sa mga nawalan at naulila sa Mindanao. Hindi ko na po ilalagay ang mga photos, nakita na po ninyo iyun, pampa-ratings at pagpapapansin na lang ang magagawa nun. Instead, ito na po muna ang tulong na maiaabot ko, ang pagtulong sa mga mas malaking nakakatulong. At sana po, paki-reblog na lang ang mga ito. Mas mabuting magbigay tulong kesa magbigay ng awa, dahil ang awa ay patay na emosyon.

Tulungan po natin ang mga kapatid natin sa Mindanao. Nakita na po natin ang larawan ng kanilang pinagdaanan. Tayo naman po ang maging larawan para sa kanila ng tunay na diwa ng pasko… o kung hindi man, ng isang mabuting Pilipino. Or foreigner na rin.

Kasabay ng issue nang hindi pagpayag ng DOJ na makalabas ng bansa si GMA,  kumakalat ang larawang ito. I don’t know kung paawa effect, or kung photo op lang ito, para ipakita ang kalunus-lunus na kalagayan ni GMA and with that I mean pangit na itsura.

Sabi ko sa tweet ko, “GMA should reap what she sow. ten years siyang presidente, at wala siyang nagawang specialist sa pilipinas para sa sakit niya. magdusa siya.” Ang sa akin lang naman, hindi dapat issue ng pamahalaan ang pag galing ni GMA. Dati siyang presidente, at sampung taon ang term niya, second to the longest term na inupuan ng isang pangulo who happened to be one of the most famous and infamous head of the country. (Siguro dahil ten years nga lang si GMA, hanggang infamy na lang siya). Dapat issue na ito ng delicadeza ni Gloria bilang isang pinuno ng bansa.

Anihin lang niya ang tinanim niya. Sa sampung taon, kung tunay na pinahalagahan niya ang edukasyon at kalusugan ng mga Filipino, siguro naman ay naiangat niya ang kalidad ng mga doctor natin, o nakapagpatayo o nakapag-improve man lang at the very least ng ospital sa bansa. Ngayon siya ang nangangailangan, wala siyang mapuntahan. I believe that it’s just fair na sa Pilipinas siya maghanap ng gagamot sa kanya.
